ADR

European road transport of dangerous goods.

Description

ADR is the European agreement governing the transport of dangerous goods by road, setting rules for how they must be classified, packaged, labelled, and loaded, and what training and equipment the vehicle and driver need. Exporters shipping hazardous materials by road within or through Europe must comply with it for every consignment. Getting classification, packaging, or documentation wrong under ADR can result in the shipment being refused, delayed, or fined during roadside checks.

ADS

Anti-Dumping Status

Description

Anti-Dumping Status (ADS) indicates whether a specific product, based on its HS/CN code and country of origin (COO), is subject to anti-dumping duties in the destination market. Exporters should check this before shipping, since a positive anti-dumping determination adds a duty on top of the normal customs duty and can substantially increase the landed cost. Declaring the wrong origin or classification to avoid an applicable anti-dumping duty can result in the goods being held and in penalties.

Comment

Additional duties on imports sold below fair value, injuring domestic industry.

AEO

Authorized Economic Operator

Description

Authorised Economic Operator (AEO) is a status granted by EU customs authorities to businesses that meet defined criteria for customs compliance, financial solvency, and, depending on the type of AEO status, security and safety standards in their supply chain. Holding AEO status can bring practical benefits such as fewer physical and document checks and faster clearance of goods. Exporters and importers should care because AEO status is also a prerequisite for certain other trade facilitation schemes and is recognised by some non-EU customs authorities under mutual recognition agreements.

AES

Automated Export System

Description

AES (Automated Export System) is the EU's electronic system for submitting export declarations and recording that goods have physically left the customs territory. Exporters, or their customs agent, use it for every export declaration, since a paper-based process is no longer accepted. If exit is not confirmed in AES, the export declaration stays open and the movement cannot be treated as completed, which can affect VAT zero-rating and other export-based reliefs.

Approved Exporter Origin Declaration

Description

An Approved Exporter Origin Declaration is a preferential origin statement that a customs-authorised "approved exporter" can print directly on the commercial invoice or another commercial document, instead of applying for a separate EUR.1 Certificate for each shipment. Exporters need prior approval from their customs authority to use this simplification, but once approved they can self-certify origin for repeat shipments without per-shipment certification. It matters operationally because it avoids the cost and delay of obtaining separate proof of origin for every consignment, provided the exporter keeps records to support the declaration.

ATA

ATA Carnet

Description

An ATA Carnet is an international customs document that allows goods, such as trade show samples, professional equipment, or commercial samples, to be temporarily imported into or exported from a foreign country without paying duties or taxes, provided the goods are re-exported within the carnet's validity period (usually up to one year). Exporters use it instead of a standard customs declaration when goods will return to the country of origin rather than being sold abroad. If the goods are not re-exported as required, or the carnet is not properly closed, the guaranteeing association can become liable for the duties and taxes that were waived.

ATLAS, ZMWS, eCustoms (Germany)

Description

ATLAS (Automatisiertes Tarif- und Lokales Zollabwicklungssystem) is the German customs administration's IT system for processing electronic customs declarations, covering imports, exports, and transit movements. It is Germany's national implementation of the EU's electronic customs systems, in the same role as the customs IT platforms operated by other EU member states. Exporters moving goods through Germany should care because declarations to German customs offices must be submitted through ATLAS in the correct message format before goods can be released.

AWB

Air Waybill

Description

An Air Waybill (AWB) is the transport document issued for shipments carried by air, serving as a contract of carriage between the shipper and the airline (or its agent) and as a receipt for the goods. Unlike an ocean bill of lading (BOL), an AWB is not a document of title and cannot be used to transfer ownership of the goods. A Master Air Waybill (MAWB) covers cargo consolidated by a freight forwarder, while a House Air Waybill (HAWB) is issued by the forwarder to each individual shipper within that consolidation. The AWB number is used to track the shipment through the airline's system.

B1 message (export)

Description

A B1 message is the electronic declaration type used across the EU to declare goods for standard export from the customs territory, as defined in the EU's common customs data model. It is the export-side counterpart to the H1 import declaration and must be submitted electronically to the customs office of export before the goods leave the EU. Exporters should care because using the correct declaration type code, such as B1 for a standard export, determines which data fields must be completed and whether the declaration is accepted.

Battery Passport

Description

The Battery Passport (BP) is a digital record, required under the EU Batteries Regulation and related to the broader Digital Product Passport (DPP) initiative, that documents a battery's lifecycle data, including its materials, carbon footprint, and supply-chain due diligence information. Exporters placing certain batteries, initially electric vehicle and industrial batteries, on the EU market will need to provide this digital passport once the requirement takes effect. Batteries placed on the market without the required passport data can be barred from sale in the EU.

Description

CCC (China Compulsory Certification) is a mandatory Chinese product safety and quality certification required for many product categories, such as electrical appliances, electronics, and vehicle parts, sold in mainland China. Exporters shipping covered products into China need CCC certification and the associated CCC mark before those goods can legally be sold there. Shipping or selling covered products in China without valid CCC certification can result in the goods being seized, fines, or a market ban.

Commerce Control List

Description

The Commerce Control List (CCL) is the list maintained under the US Export Administration Regulations (EAR) that specifies which items are subject to export controls and assigns each one an Export Control Classification Number (ECCN). Exporters of US-origin goods, software, or technology check the CCL to determine whether an item is controlled and what license requirements apply to a given destination. Items not found on the CCL are generally classified as EAR99, which has fewer export restrictions than a listed ECCN.

CCPIT Certificate of Origin

Description

A CCPIT Certificate of Origin (CCPIT CO) is a certificate of origin issued in China by the China Council for the Promotion of International Trade (CCPIT), certifying the country of origin of goods exported from China. Chinese exporters commonly obtain this certificate when their buyer's bank, customs authority, or import regulations require proof of Chinese origin, especially for goods not eligible for a preferential certificate. Without a valid CCPIT CO where one is required, a shipment's customs clearance or letter-of-credit payment can be delayed.

The Customs Declaration Service (CDS) is the IT platform operated by HM Revenue & Customs for submitting UK import and export customs declarations, having replaced the older CHIEF system. Traders and their customs agents use CDS to file declarations, pay duties and VAT, and manage authorisations such as duty deferment accounts. Exporters shipping to or from the UK should care because declarations must be filed correctly in CDS for goods to clear UK customs, and CDS uses different data formats and codes than CHIEF did.

CE Marking

EU conformity marking

Description

CE marking is a mark that a manufacturer affixes to a product to declare, on their own responsibility, that the product meets all applicable European Union health, safety, and environmental protection requirements. It is required for many categories of products sold in the European Economic Area, including electronics, machinery, toys, and medical devices, and applies regardless of where the product was manufactured. In most cases CE marking relies on the manufacturer's own self-declaration, supported by a Declaration of Conformity, rather than mandatory third-party certification. Products bearing an incorrect, missing, or unsupported CE mark can be withheld from the EU market by customs or market surveillance authorities.

Comment

CE marking is not a safety certification, quality mark, or indication of EU origin; it does not by itself mean the product has been tested or approved by an EU authority.

China IP SME Helpdesk

Description

The China IP SME Helpdesk is a free advisory service, co-funded by the European Commission, that helps EU small and medium-sized enterprises protect and enforce their intellectual property rights when trading with or manufacturing in China. Exporters and manufacturers dealing with Chinese suppliers or customers can use it for guidance on registering trademarks, patents, and designs in China, and on responding to IP infringement. It matters operationally because unprotected IP in China can be difficult or costly to enforce after the fact, so registering and understanding local IP rules before trading is generally more effective than acting only once a problem arises.

Commercial Invoice

Description

A commercial invoice is a document issued by the exporter or seller to the importer or buyer for a commercial cross-border shipment, recording what was sold, at what price, and on what delivery terms. Customs authorities use it to verify the declared value and classification of the goods, and it is one of the documents banks check when payment is made against a Letter of Credit (LC). An incomplete or inaccurate commercial invoice is one of the most common causes of customs delays, since customs can query or reject a customs declaration that the invoice does not support.

Description

Country of Origin (COO) is the country where a product was wholly obtained, produced, or last underwent substantial transformation, as determined by applicable customs rules of origin. It is distinct from the country of shipment or the seller's location, and a product's country of origin can differ from the country it was exported from. Customs authorities use the declared country of origin to apply the correct duty rates, trade agreement preferences, quotas, and trade remedies such as anti-dumping duties (ADS). Country of origin is typically evidenced by a Certificate of Origin (CO) or an origin declaration on the commercial invoice.

Description

A Dangerous Goods Declaration (DGD) is the shipper's document certifying that a shipment of hazardous materials has been correctly classified, packaged, marked, and labelled in accordance with the applicable transport mode's rules, such as IMDG for sea or IATA's regulations for air. Exporters shipping dangerous goods must complete and sign a DGD for each shipment, since carriers require it before accepting hazardous cargo. Exporters placing covered product categories on the EU market will need to generate and maintain a DPP once the requirement is phased in for that category, starting with items such as batteries. Products in a covered category placed on the market without the required DPP data can be barred from sale in the EU.

Due Diligence Declaration

Description

A due diligence declaration is a formal statement by a company that it has investigated and verified specific facts about its products or supply chain before placing goods on a market, such as confirming they are not linked to deforestation, conflict minerals, or forced labor. Different laws require different due diligence declarations; examples include the EU Deforestation Regulation's due diligence statement and the supply chain due diligence obligations under US laws such as the Uyghur Forced Labor Prevention Act. Exporters should care because failing to produce a required due diligence declaration, or providing an inaccurate one, can result in goods being refused entry or held at the border.

DUS

Dual Use Status

Description

Dual Use Status (DUS) indicates whether a product, technology, or software can be used for both civilian and military purposes and is therefore subject to export controls, such as the US Export Administration Regulations (EAR). Exporters check DUS alongside a product's Export Control Classification Number (ECCN) when determining whether an export license is required for a specific destination or end use. Treating a dual-use item as freely exportable without checking its DUS can result in exporting without a required license.

European Article Number

Description

The European Article Number (EAN) is a legacy barcode format for identifying retail products, now absorbed into the broader GTIN numbering scheme maintained by GS1. Exporters may still see the EAN name on older product data, packaging, or retailer systems even though the underlying number is treated as a GTIN. Using the wrong or an inconsistent identifier across documentation can cause mismatches in customs, marketplace, or retailer systems.

EAR

Export Administration Regulations.

Description

The Export Administration Regulations (EAR) are the US rules governing the export, re-export, and in-country transfer of most commercial and dual-use items, administered by the Bureau of Industry and Security (BIS). Every item subject to the EAR carries an Export Control Classification Number (ECCN), which determines whether a license is required for a given destination, end user, or end use. Exporters of US-origin goods, software, or technology should check EAR applicability even for shipments that never touch the US, since the EAR can apply extraterritorially to items re-exported from a third country.

EAR Classification

Description

An EAR classification is the determination of which control, if any, the U.S. Export Administration Regulations (EAR) place on an item, expressed as either an Export Control Classification Number (ECCN) or the general designation EAR99 for items not specifically listed. The classification depends on the item's technical characteristics and is used to decide whether a license is required to export it to a particular destination, end user, or end use. Exporters of US-origin goods, software, or technology should care because shipping without the correct EAR classification can mean exporting without a required license.

Export Control Classification Numbers

Description

An Export Control Classification Number (ECCN) is a five-character alphanumeric code that classifies an item under the US Export Administration Regulations (EAR), indicating the category of technology and the level of export control that applies to it. Exporters must determine the correct ECCN, or confirm an item is not listed and defaults to EAR99, before shipping controlled or dual-use goods, software, or technology out of the US. Using the wrong ECCN, or skipping classification entirely, can mean shipping without a required export license.

Entry in Declarant’s Records

Description

Entry in the Declarant's Records (EIDR) is an EU customs simplification that allows an authorised trader to release goods for a customs procedure by recording the necessary details directly in their own commercial records, instead of submitting a full customs declaration at the time of release. A supplementary declaration is normally still submitted to customs afterward. Exporters and importers should care because EIDR can speed up the release of goods at the border, but it requires prior authorisation from customs and record-keeping systems that meet customs requirements.

Description

An Entry Summary Declaration (ENS) is the advance safety and security declaration that must be submitted electronically to EU customs before cargo arrives at the EU border, under the ICS2 framework. It applies to inbound shipments regardless of country of origin, and the carrier or its agent typically submits it before the goods are loaded for transport. Exporters should care because customs risk-analyses the ENS before arrival, and cargo without a valid, timely ENS can be delayed or refused entry.

Description

An Economic Operator (EO) is any person or business that, in the course of their commercial activity, is involved in activities covered by customs legislation, such as importing, exporting, manufacturing, or transporting goods. The term is defined in the EU's Union Customs Code and applies broadly to anyone engaging with customs authorities, including importers, exporters, carriers, and customs representatives. Economic Operators must generally hold an EORI number to interact with customs systems, such as filing declarations or safety and security notifications like the Entry Summary Declaration (ENS).

EOR

Exporter of Record

Description

The Exporter of Record (EOR) is the party that is legally and administratively responsible for an export transaction, including ensuring that customs export declarations are accurate and that the shipment complies with export control and licensing requirements. The EOR is typically the seller or the party named on the export customs declaration, and is not necessarily the owner of the goods. Getting the EOR designation right matters because that party bears liability for export compliance failures, such as missing licenses or misclassified goods.

EORI Number

Description

An EORI (Economic Operators Registration and Identification) number is a unique identifier issued to businesses and individuals that carry out customs-related activities within the European Union or the United Kingdom. It is required to complete customs declarations and to import or export goods across the EU's or UK's external border. Once registered with one EU member state's customs authority, an EORI number is valid, via the shared EU database, for that operator's dealings with all EU customs authorities. Businesses that also trade with the UK need a separate UK EORI number, since the UK has operated its own scheme since Brexit.

EPR

Extended Producer Responsibility

Description

Extended Producer Responsibility (EPR) is a policy approach, widely adopted across the EU and other markets, that makes producers and importers financially and operationally responsible for the end-of-life management of their products, such as collection, recycling, or disposal. Exporters placing covered product categories, such as packaging, electronics, or batteries, on a market with EPR rules generally must register with a national scheme, report volumes, and pay associated fees. Selling covered products without meeting EPR obligations can result in fines or the products being barred from that market.

FCC Equipment Authorization

Federal Communications Commission equipment authorization program

Description

FCC Equipment Authorization is the framework the US Federal Communications Commission (FCC) uses to determine, based on a device's type and risk of causing radio interference, which authorization procedure it must go through before being marketed or imported into the US. Not every electronic product is FCC-regulated, and among those that are, the FCC assigns one of two current procedures: formal Certification, which requires testing by an accredited lab and approval by the FCC or a Telecommunication Certification Body, for higher-risk devices such as radio transmitters; or Supplier's Declaration of Conformity (SDoC), a self-declaration based on the supplier's own testing, for lower-risk devices. Exporters shipping electronic or radio-frequency equipment to the US need to identify which procedure, if any, applies to their specific product before placing it on the market, since using the wrong procedure or skipping a required one can result in the equipment being refused entry or pulled from sale.

Description

The Globally Harmonized System of Classification and Labelling of Chemicals (GHS) is a UN-developed framework for classifying chemical hazards and communicating them consistently through standardized labels and Safety Data Sheets (SDS). Exporters encounter GHS whenever they label a hazardous chemical product or complete an SDS, since GHS defines the hazard pictograms, signal words, and 16-section SDS structure used across markets. Description

A Global Trade Item Number (GTIN) is the GS1 standard identifier for a specific trade item or product SKU, encoded in barcodes and product data; EAN and UPC codes are specific GTIN formats. Exporters encounter it whenever they list products on marketplaces, generate shipping labels, or complete commercial documentation that requires a standardized product identifier. Using the wrong GTIN, or reusing one across different product variants, can cause listing rejections, barcode scan failures, or mismatched commercial records.

Comment

GTIN identifies a product SKU, not an individual physical item.

If you need to identify individual units, use

The Harmonized System (HS) is an internationally standardized system of names and six-digit numerical codes for classifying traded products, maintained by the World Customs Organization (WCO). Customs authorities worldwide use it to identify products for applying duties and taxes and for compiling trade statistics, and it forms the basis for most countries' own, more detailed tariff schedules, such as the EU's Combined Nomenclature. Because the HS code assigned to a product determines the duty rate and regulatory requirements that apply to a shipment, correct classification is essential for customs clearance. The system is revised periodically, roughly every five years, to reflect changes in trade and technology.

Insurance Certificate

Description

An insurance certificate is a document, issued by an insurer or their agent, that confirms cargo insurance coverage is in place for a specific shipment, including details such as the insured value and the risks covered. It is often required as one of the standard shipping documents alongside the commercial invoice and bill of lading, particularly under Incoterms rules such as CIF and CIP, where the seller must arrange insurance. Exporters should care because banks, buyers, or customs may require proof of insurance before releasing payment or clearing goods, and inadequate coverage can leave a shipment underinsured in the event of loss or damage.

IOR

Importer of Record

Description

The Importer of Record (IOR) is the party that is legally and administratively responsible for an import transaction, including ensuring customs declarations are accurate, duties and taxes are paid, and the imported goods comply with destination-market regulations — the import-side counterpart to the Exporter of Record (EOR). Exporters selling into a market where they don't have a local legal presence often need their buyer, a customs broker, or a dedicated IOR service to act in this role, since some markets require the IOR to be a local entity. Getting the IOR designation wrong, or using an unauthorized party, can result in the shipment being held at customs or the responsible party facing liability for compliance failures.

An ITSP is any party that delivers IT Services to a declarant/representative by operating an AS4 access point as a Sender. An ITSP must be identified (EORI & digital certificate) and registered in UUM&DS to be authorized to exchanges messages with the Shared Trader Interface (STI).

Comment

A party that provides a Software as a Service (SaaS) platform to an ITSP, or to a declarant/representative, is not an ITSP. It only provides technical components that require additional specific operational configuration to properly function as a Sender.

LC

Letter of Credit

Description

A Letter of Credit (LC) is a written undertaking issued by a bank, at the request of a buyer, to pay the seller a specified amount once the seller presents documents that comply exactly with the terms stated in the LC, such as a bill of lading, commercial invoice, and packing list. It shifts payment risk from the buyer to the issuing bank, provided the seller meets the LC's documentary requirements. Exporters should care because banks pay against the documents presented, not the physical goods, so even minor discrepancies between the documents and the LC's terms can delay or prevent payment.

A Master Air Waybill (MAWB) is the air waybill covering a consolidated air shipment, issued by the airline to the freight forwarder that assembled cargo from multiple shippers into that shipment. It is the contract of carriage between the airline and the forwarder, distinct from the individual House Air Waybill (HAWB) the forwarder issues to each shipper within the consolidation. Exporters whose cargo is consolidated will not usually see the MAWB directly, since it covers the whole consignment rather than their individual shipment.

Means of transport

Description

Means of transport refers to the particular vehicle, vessel, aircraft, or other physical device used to carry goods or persons, such as a specific ship, truck, or railcar, as distinct from the mode of transport (the general method, e.g. sea, road, rail). Exporters encounter this distinction on transport documents and customs declarations, which often require identifying both the mode and the specific means of transport used for a shipment. Recording the correct means of transport is needed for accurate customs clearance and cargo tracking.

Mode of transport refers to the general method used to carry goods, such as sea, road, rail, air, or inland waterway, as distinct from the means of transport (the specific vehicle or vessel used). Exporters select and declare the mode of transport when booking shipments and completing customs or transport documentation, since it determines which regulations, carriers, and transit documents apply. Declaring the wrong mode can lead to using incorrect documentation or customs procedures for the shipment.

Comment

Unlike SKUs, which are created by retailers for internal inventory tracking, an MPN remains consistent regardless of the seller or distributor, ensuring precise identification across the supply chain.

  • Purpose: Enables accurate product identification, inventory management, procurement, and warranty support by distinguishing items that may look similar but have different specifications or compatibility requirements.
  • Format Varies by manufacturer and can include letters, numbers, or a combination, often encoding details like size, tolerance, or revision.
  • Location: Typically found on the product label, packaging, user manual, or etched directly onto the item itself.
  • Industry Application: Critical in sectors like electronics, automotive, and aerospace where precise part matching is essential for function and safety.

It is used to identify and track that specific declaration through subsequent customs processes and communications. Exporters should care because the MRN is often needed to prove that a declaration was accepted, for example when goods must be tracked, amended, or referenced in follow-up correspondence with customs.

Material Safety Data Sheet

Description

A Material Safety Data Sheet (MSDS) is the predecessor name for the Safety Data Sheet (SDS), providing hazard, handling, and emergency-response information for a chemical, liquid, or battery product; most jurisdictions have moved to the GHS-aligned SDS format, but the older MSDS term and layout still appear on legacy documentation. Exporters shipping hazardous or regulated goods, such as those containing chemicals or lithium batteries, must ensure carriers and customs authorities receive a current data sheet alongside the Dangerous Goods Declaration. Relying on an outdated or missing MSDS/SDS can result in carrier refusal or shipment delays.

Packing List

Description

A packing list is a shipping document, prepared by the exporter or shipper, that itemizes the contents, weight, dimensions, and packaging details of a shipment, such as the number of cartons, pallets, or containers and what each one contains. It normally accompanies the commercial invoice and bill of lading, but unlike the commercial invoice it does not usually show prices or values. Customs authorities, carriers, and warehouse staff use the packing list to verify shipment contents, plan handling and storage, and support customs inspections. Discrepancies between the packing list and the actual cargo can delay customs clearance.

PPWR

European Packaging and Packaging Waste Regulation

Description

The Packaging and Packaging Waste Regulation (PPWR) is an EU regulation that sets mandatory design, recyclability, and labelling requirements for packaging placed on the EU market, including packaging used in e-commerce shipments. It replaces the earlier Packaging and Packaging Waste Directive and, as a regulation rather than a directive, applies directly and uniformly across all EU member states without separate national laws. Its requirements cover packaging minimisation, minimum recycled content, and reusability targets. It matters to sellers shipping into the EU because packaging that does not meet these requirements can be restricted from the market.

Comment

All packaging sent to EU, including e-commerce packages, will require
  • Design and volume/space efficiency rules
  • Empty Space Ration Limits
  • Material efficiency
  • Recyclability info (e.g. recycled content ratios)
  • Minimum recycled content requirement
  • Technical file assuring PPWR requirements

Preferential Origin

Description

Preferential origin is a status assigned to goods that qualify, under the rules of origin of a specific free trade agreement or customs union, for a reduced or zero customs duty rate in the destination market. Exporters must determine and document preferential origin, typically via a EUR.1 Certificate or an Approved Exporter Origin Declaration, before their buyer's customs authority can apply the preferential rate. Claiming preferential origin without meeting the agreement's origin rules can result in the duty being reassessed at the standard rate and possible penalties.

Requires

  • Approved Exporter Origin Declaration

Proof of Origin

Description

Proof of origin is documentary evidence that a product qualifies as originating in a particular country of origin (COO), which customs authorities can require to apply the correct duty treatment. It comes in two main types: non-preferential proof of origin, used for trade statistics, quotas, or trade remedies; and preferential proof of origin, such as a EUR.1 Certificate, used to claim a reduced or zero duty rate under a free trade agreement or preference program. Exporters should provide the type and format of proof of origin their buyer's customs authority requires, since claiming a preferential rate without valid proof of origin can result in the shipment being assessed at the full standard duty rate.

REACH

Regulation on the registration, evaluation, authorisation and restriction of chemicals.

Description

REACH (Registration, Evaluation, Authorisation and Restriction of Chemicals) is the main EU regulation governing chemical substances, requiring manufacturers and importers to register the chemicals they place on the EU market and, for substances of high concern, obtain authorisation or comply with restrictions. Exporters shipping chemicals, or products containing them such as electronics, textiles, or cosmetics, into the EU need to confirm those substances are REACH-registered and don't exceed restricted-substance limits, a concern closely related to RoHS for electronics. Non-compliant shipments can be refused entry, and importers can face fines or be required to withdraw the product from the EU market.

Exporters regularly shipping goods under EU trade preference arrangements register for a REX number and then include a statement on origin, referencing that number, directly on their invoice. Shipping without a valid REX registration, where one is required, means the preferential origin claim may not be accepted at the destination customs authority.

RoHS

Restriction of Hazardous Substances

Description

RoHS (Restriction of Hazardous Substances) is an EU directive that restricts the use of specific hazardous substances, such as lead, mercury, cadmium, and certain flame retardants, in electrical and electronic equipment sold in the EU. It applies to most categories of electronics, from consumer devices to industrial equipment, and manufacturers must ensure components and materials stay below the substance concentration limits it sets. Compliance is usually demonstrated through a Declaration of Conformity backed by supplier and material testing data, rather than a physical mark of its own. RoHS matters to importers and manufacturers because non-compliant electronic products can be blocked from entering the EU market or subject to enforcement action.

Comment

Restricted substances are capped at 0.1% by weight in homogeneous materials (0.01% for cadmium).

ROO

Rules of Origin

Description

Rules of Origin (ROO) are the criteria used to determine the economic nationality of a product, based on where it was wholly obtained or where it last underwent sufficient processing or transformation. Exporters need to assess ROO whenever they want to claim preferential origin under a free trade agreement, since each agreement sets its own specific origin criteria, such as a change in tariff classification or a minimum percentage of local value added. Failing to meet an agreement's Rules of Origin, or misapplying them, means the preferential duty rate can be denied or clawed back after the fact.

SDoC

Description

A Supplier's Declaration of Conformity (SDoC) is a document in which a supplier or manufacturer declares, based on their own assessment (or that of a third party they contracted), that a product meets applicable regulatory requirements, similar in purpose to a Declaration of Conformity (DoC). Exporters may need to provide an SDoC to a buyer, marketplace, or authority as evidence of compliance, particularly for electronics sold in the US where the FCC uses SDoC as a self-certification option for certain equipment. Providing an SDoC that misrepresents a product's actual compliance can expose the supplier to liability and result in the product being pulled from the market.

SDS

Safety Data Sheet

Description

A Safety Data Sheet (SDS) is a standardized 16-section document, aligned with the UN's Globally Harmonized System (GHS), that provides handling, storage, transport, and emergency-response information for a hazardous chemical, liquid, or battery product. Exporters shipping such goods typically must supply an SDS to carriers, customs authorities, and buyers, and reference it on Dangerous Goods Declarations or transport documents. Shipping without a current, accurate SDS can lead to carrier refusal, customs delays, or safety incidents in transit.

SKU

Stock Keeping Unit

Description

A Stock Keeping Unit (SKU) is an internal identifier a business assigns to a distinct product or product variant to track inventory, distinguishing it from standardized external identifiers like the UPC or Article number. Exporters use SKUs internally for inventory management, order fulfillment, and warehouse operations, though SKUs are not standardized and typically aren't recognized outside the business that created them. Confusing an internal SKU with a standardized identifier on export documentation can cause mismatches with a buyer's or customs system's records.

SOLAS

International Convention for the Safety of Life at Sea

Description

SOLAS (the International Convention for the Safety of Life at Sea) is an international maritime safety convention. Exporters shipping by sea encounter it mainly through its requirement that the Verified Gross Mass (VGM) of a packed container be submitted to the carrier or terminal before loading. A container without a SOLAS-compliant VGM on file is refused loading by the carrier, which can delay the shipment.

SSCC

Serial Shipping Container Code, GS1

Description

A Serial Shipping Container Code (SSCC) is a GS1 standard identifier used to uniquely track a logistics unit, such as a pallet or shipping carton, through the supply chain. Exporters generate an SSCC and encode it in a barcode on shipping labels so that carriers, marketplaces, and warehouse/3PL systems can track the unit from dispatch to delivery. Missing or duplicate SSCCs can cause shipments to be rejected by a marketplace's fulfillment system or lost in transit tracking.

TARIC Code

Description

The TARIC code is the EU's 10-digit tariff code, extending the 8-digit Combined Nomenclature (CN) code with two further digits to capture EU-specific measures such as anti-dumping duties, quotas, and trade preferences. Exporters shipping into the EU, or their customs broker, use the TARIC code to determine the exact duty rate and any additional trade measures that apply to a specific product and origin combination. Using an incorrect TARIC code can result in the wrong duty being applied, or a trade restriction being missed or wrongly applied.

TIR

TIR Carnet

Description

A TIR Carnet is an international customs transit document that allows goods to move by road across multiple countries under a single guarantee, without repeated customs inspections or duties being paid at each border. Exporters shipping by truck through countries party to the TIR Convention use it to speed up cross-border transit and avoid posting a separate customs bond in each transit country. A shipment without a valid TIR Carnet is subject to standard customs clearance at every border, which can significantly delay delivery.

Transport Documents

Description

Transport documents are the documents issued by a carrier, or the carrier's agent, that evidence a contract of carriage and typically serve as a receipt for the goods handed over for shipment, such as a bill of lading, air waybill, or CMR consignment note. The specific type of transport document used depends on the mode of transport and, for some sea shipments, whether it also functions as a document of title. Exporters should care because the transport document is usually required by the buyer, their bank, or customs to prove that the goods were shipped and to claim or release them at destination.

UCC

EU's Union Customs Code

Description

The Union Customs Code (UCC) is the European Union's central legal framework governing customs procedures, applying uniformly across all EU member states. It sets out the rules for the import, export, and transit of goods, including customs declarations, customs valuation, tariff classification, and the rights and obligations of Economic Operators. The UCC replaced the earlier Community Customs Code and set the goal of moving EU customs processes to a fully electronic, paperless system. It matters to traders because it forms the legal basis for nearly all customs formalities carried out at the EU's external border.

UFLPA

Uyghur Forced Labor Prevention Act supply chain proof

Description

The Uyghur Forced Labor Prevention Act (UFLPA) is a US law creating a rebuttable presumption that goods manufactured wholly or partly in China's Xinjiang region involve forced labor, barring their import unless the importer provides clear and convincing evidence to the contrary. Exporters shipping to the US whose goods or inputs originate from, or pass through, Xinjiang may need to supply supply-chain traceability documentation, such as a Conflict Minerals Reporting Template (CMRT) or broader supply-chain (SC) evidence, to rebut the presumption. Shipments flagged under UFLPA without sufficient proof are detained by US Customs and Border Protection and can be excluded or seized.

UN Packaging Code

Description

The UN Packaging Code is a standardized code, defined by the UN Recommendations on the Transport of Dangerous Goods, that identifies the type, material, and construction of packaging approved for a given category of dangerous goods. Exporters shipping hazardous materials must select packaging bearing the correct UN code and marking, as shown in the example below, to meet carrier and regulatory requirements referenced on a DGD or DGR. Using packaging with the wrong or missing UN code can result in the shipment being refused by the carrier or rejected at customs.

UN Recommendations on the Transport of Dangerous Goods

Orange Book

Description

The UN Recommendations on the Transport of Dangerous Goods, commonly known as the Orange Book, are the internationally harmonized recommendations published by the UN for classifying dangerous goods and setting requirements for their packaging, marking, labelling, and transport documentation, including the UN Packaging Code. These recommendations are not themselves directly binding; they are implemented operationally through modal and regional systems such as ADR for road, RID for rail, IMDG for sea, and IATA's DGR for air. Exporters handling dangerous goods rarely deal with the Orange Book directly, but it explains why classification codes and packaging requirements stay consistent across these different modal systems.

UPC

Universal Product Code

Description

The Universal Product Code (UPC) is the 12-digit barcode format traditionally used for retail products in North America; it is now treated as one of the standard formats under the broader GTIN system. Exporters selling into US or Canadian retail and marketplace channels need a valid UPC for each product listing, since retailers and marketplaces use it to identify items at checkout and in inventory systems. A missing or invalid UPC can cause a listing to be rejected or a shipment's products to be unidentifiable at the point of sale.

UUM&DS

Uniform User Management and Digital Signature

Description

UUM&DS (Uniform User Management and Digital Signature) is the EU customs IT system, operated by DG TAXUD, that manages user access rights and digital signatures for parties exchanging electronic customs messages with EU systems such as ICS2. An Economic Operator (EO), its representative, or an IT Service Provider (ITSP) acting on its behalf must register and be granted access in UUM&DS, alongside an EORI Number and digital certificate, before being authorized to send data such as an Entry Summary Declaration (ENS). Without valid UUM&DS registration, a trader's or IT provider's messages to EU customs systems are rejected, blocking the electronic filing needed to move goods.

VAT

Value Added Tax

Description

Value Added Tax (VAT) is a consumption tax charged on goods and services at each stage of the supply chain in the EU and many other countries, ultimately borne by the end consumer. Exporters shipping into the EU encounter VAT at import, generally charged on the customs value of the goods, and again if they register to sell directly to EU consumers, where schemes such as IOSS can simplify collection. Getting VAT treatment wrong, such as failing to register where required, can result in shipments being held at customs or unexpected tax liabilities.

VGM

Verified Gross Mass

Description

Verified Gross Mass (VGM) is the combined weight of a shipping container's tare weight and all its cargo (VGM = Container's Tare Weight + Weight of Cargo). Exporters or their agents must submit the VGM to the carrier or terminal before a container is loaded on a vessel, as required under the SOLAS convention. A container without a verified VGM on file is refused loading by the carrier, which can delay the shipment.

Comment

Risks confusion with GVM (Gross Vehicle Mass) since VGM sometimes is also called GVM (Gross Verified Mass). Therefore, always use VGM for the verified mass!
